In recent years, China has promulgated a series of laws and policies of renewable energy, and gradually formed the legal system with Renewable Energy Law of the People's Republic of China supplemented by corresponding supporting laws and regulations. But compared with the developed countries and regions, problems still exist in legislation in China:laws and regulations are not complete and comprehensive; there lacks internal coordination; the legislation work is done at a relatively low legislative level, and is not closely linked to ecological environment protection and climate change. To solve these problems, we suggest that renewable energy legislation and policy system be improved, that the renewable energy law and policy be more thoroughly implemented, that the renewable energy law and policy be more closely linked to other laws and policies, and that the market mechanism and citizen supervision mechanism be improved.

A scientific plan of purchasing,transportation and storage plays an important role in reducing the petroleum logistics cost and in petroleum supply chain management. Through the study of the volume and major sources of petroleum imports and the import transportation channels, we analyze the factors of all aspects of the supply chain and factors that affect the oil import costs. In order to provide decision-making reference for the government and related petroleum enterprises that making reasonable strategy of petroleum energy import, we put forward corresponding measures to curb and harness the logistics cost and risk based on an integrated analysis of the marine and land routes of oil imports.

Based on the theory of New Economic Geography(NEG), an econometric model was established. Using this model and the 2000-2011 panel data of Guangxi prefecture-level administrative regions, we explored the relationship among the factors such as the market potential, the economic activity density and the wage. The results showed that(1) the other factors unchanged,the market potential,human resources and financial expenditure have significantly positive effect on regional wages,(2)the density of economic activity, the foreign direct investment and border factors have significant negative impact on regional wages,(3) only when above the lowest critical value, will the density of economic activity and foreign direct investment have significantly positive effect on regional wages. Therefore, in order to increase the market potential, Guangxi should strengthen the construction of transportation infrastructure, improve the road network density and accessibility, shorten the access time and distance between regions,further eliminate trade barriers and strengthen the interregional trade and economic cooperation. It should also increase investment to improve the stock of human capital,bring the guidance role of the government expenditures on investment to full play and strive for support of the central government on Guangxi in transfer payments. It should encourage the agglomeration of economic activity and population in space, expand the opening and optimize the investment environment, thus urge the economic density and foreign direct investment to exceed the lowest critical value.

The ethnic minority areas in Sichuan province are extremely poor. It is arduous to alleviate poverty there. Through pro-poor tourism development over thirty-years, great achievements have been achieved. However, more attention should be attached to the problems occurring in the process. Through the analysis of the connotation, merit and demerit and implementation steps of holistic tourism destinations, smart tourism, rural tourism, culture tourism and educational tourism, we believe that cultural tourism and educational tourism should be given priority in tourism development in the ethnic areas in Sichuan, aiming to set examples for "all-for-one tourism", to expand the benefit radiation of pro-poor tourism, to improve the cultural soft power of ethnic areas, and to promote sustainable development of pro-poor tourism in ethnic areas.

The practice of agricultural and tourism integration in Panxian Niangniang Mountain provides a sample reference for rural poverty alleviation and reduction. The "three changes" reform, not only revitalized the natural assets and idle capital stock in rural areas, but also strengthened the rural collective economy, promoting agricultural efficiency, rural incomes and rural ecological value. To implement Xi Jinping's new thoughts on issues of agriculture, farmer and rural area and on precise poverty alleviation,the "three changes" reform grasped the basic law of economic operation in the face of poverty,adjusted the productive forces and production relations, and cultivated new professional farmer groups. All these constitute the theoretical and action foundation for the green poverty reduction sample.

Taking the coastal areas in Fujian as an example, this paper researches the leisure expectation of rural residents by questionnaire surveys. According to the Customer Expectancy Theory, the research distributes the rural residents' leisure expectation into fuzzy expectation,dominant expectation and recessive expectation,and analyzes the survey data with spss17.0. The study reaches the following conclusions. First,the fuzzy expectation presents that a large percentage of rural residents hope to ease the tension of daily work through leisure activities. Second, the dominant expectation shows that the majority of rural residents anticipate free sightseeing leisure activities outside the village. Meanwhile, most rural residents look forward to developing local leisure tourism. Third, the recessive expectation shows that a great number of rural residents hope to add urban elements to the present local leisure environment. On that basis, we can get the dynamic transformation among the three rural residents' leisure expectation in accordance with the customer expectancy model. With better understanding of the new trends of rural residents' leisure expectation, the government and related departments can enhance communication with rural residents, and formulate leisure industry development plan so as to improve the leisure satisfaction of rural residents.

With government emphasis on the new-type urbanization,related information construction projects have been developed rapidly, and achievements have been made in network applications, transmission channels and network users. However, the digital division between urban and rural areas continues to exist. In this paper, we collect some typical new-type urbanization information network applications, and through analysis of those applications, we find the existence of the phenomenon of "information island", the one-way flow of information, the relatively low quality of project construction and maintenance, and the risks of information security issues. In order to promote the information construction in rural areas,the above problems must be solved.

Form and meaning, the two poles in art history, are respectively represented by abstractionist paintings-the extreme of form, and readymade art-the concrete expression of meaning. As for the appreciation, Kant's aesthetic attitude of "disinterest", and Husserl's phenomenological aesthetics of epoche both emphasize the visual appreciation through the physical eyes; The thoughts of "returning to life-world" by Husserl's in his later time and other phenomenologists after Husserl coincide with Bourdieu's theory of "judgement of taste". In the present context of modernity prevalence, we can appreciate modern art from visual perception, meaning expression and symbolization, with the integration of the physical eye and the mind eye. In the process, individual consciousness and collective consciousness, visual perception and meaning expression interact with each other and finally surpass sense perception and obtain spiritual aesthetic experience.
