Chinese path to modernization and Chinese civilization interact with each other following the pattern of "intrinsic nourishment–strength support – common development". "Intrinsic nourishment" reveals that Chinese path to modernization is based on continuous, growing and updating civilization, and Chinese civilization provides rich essence for Chinese path to modernization. "Strength support" clarifies that the formation of Chinese path to modernization provides accumulation of modern material, institutional and ideological strengths for Chinese civilization, and has constantly activated the modern gene of Chinese civilization, making it gradually become the cultural form of Chinese path to modernization. "Common development" indicates that in the new era, Chinese path to modernization must provide the right direction for the accumulation of modern strengths of Chinese civilization under the guidance of the "two combinations", the cultural position of "independence and autonomy", and the principle of "civilization exchange and mutual learning", and help Chinese civilization become self-reliant and strengthen its power of international communication.

The development of new-quality productivity is a new driving force for high-quality energy cooperation under the Belt and Road Initiative. At present, academic research on new-quality productivity and high-quality energy cooperation under the Belt and Road Initiative is still relatively scattered. Based on this, this paper first analyzes the current situation and trends of energy cooperation under the Belt and Road Initiative from the perspective of the connotation and characteristics of high-quality cooperation under the Belt and Road Initiative. Then, by combining the connotation and characteristics of new-quality productivity, it studies the empowerment logic of new-quality productivity. The research results show that new-quality productivity starts from the "new" aspect, accelerating energy technological innovation and intelligent convenience, and creating new energy momentum; it exerts efforts from the "quality" aspect, enhancing the development of green energy and accelerating the green transformation of energy cooperation; and it takes "productivity" as the foothold, achieving energy cost reduction and efficiency improvement, as well as internalized symbiosis and mutual benefit and win-win along the route. Finally, in light of the instructions of the Party and the government on high-quality energy cooperation under the Belt and Road Initiative, this paper proposes five policy suggestions aimed at achieving the strong empowerment of new-quality productivity for high-quality energy cooperation under the Belt and Road Initiative.

The third plenary session of the 20th CPC Central Committee explicitly emphasized the need to develop the institutional mechanisms of new productive forces in accordance with local conditions. The widespread application of new productive forces in agriculture and rural areas has the practical function of helping to modernize agriculture and rural areas. The interaction between the new productive forces and the modernization of agriculture and rural areas is aimed at solving the problem of imbalanced and insufficient development, and achieving common prosperity. New quality productivity is an advanced quality of productivity in line with the new development concept, which promotes the modernization of agriculture and rural areas by facilitating innovation of agricultural digital technology, contributing to the coordinated development of urban and rural areas, empowering the green development of agriculture, realizing the opening of agricultural markets at a high level, and by advancing the sharing of the fruits of agricultural development by farmers. In order to accelerate the cultivation of new productivity and promote the modernization of agriculture and rural areas, we should base ourselves on the five new development concepts, and enhance the innovation and application of agricultural digital technology, accelerate the coordinated development of urban and rural infrastructures, vigorously develop green agriculture, expand the scale and degree of opening up of agricultural markets, and deepen the integration of primary, secondary and tertiary industries in the rural areas.

Against the background of major strategies such as carbon neutrality and the "Belt and Road" Initiative, investment cooperation between China and Kazakhstan in the field of renewable energy is increasingly deepening. Both countries have formed relevant regulations on renewable energy investment and investor rights protection in bilateral treaties and domestic laws. However, in reality, due to the ambiguity of some provisions and the incomplete legal system, there are still a large number of disputes and controversies in investment. In terms of domestic law, China should introduce laws specifically aimed at protecting the rights of renewable energy investors, coordinate domestic laws and foreign-related laws and enhance cooperation between laws and policies, to form a coordinated and complete system of laws. We should also actively negotiate with Kazakhstan to clarify the rights enjoyed by Chinese renewable energy investors in bilateral agreements. Chinese investors should also conduct due diligence before investing, take the initiative to assume social responsibilities, and reduce investment risks by adding stability clauses and renegotiating clauses in concession agreements.

Promoting urban green development is an inevitable choice for China's current high-quality development. Based on panel data from 284 prefecture-level cities in China between 2003 and 2021, this study examines the impact of jointly implementing low-carbon city pilot policies and innovative city pilot policies on urban green development efficiency. The findings reveal that both the separate and combined implementation of these policies significantly enhance urban green development efficiency, with the combined effect surpassing that of individual implementations. The optimal policy sequence is to first implement low-carbon city pilot policies followed by innovative city pilot policies. The synergistic effect of these policies is more pronounced in cities with high economic agglomeration, vibrant entrepreneurial activity, and longer policy implementation durations. Effective transmission mechanisms for realizing policy synergies include reducing energy consumption per unit output, developing green technologies, and facilitating industrial transformation and upgrading. Currently, measures such as constructing a policy coordination system, focusing on key pilot cities, and targeting critical mechanisms should be adopted to actively leverage the role of low-carbon and innovative city pilot policies in promoting urban green development efficiency, thereby continuously advancing high-quality economic and social development in China.

In the context of economic transformation and social change, the entrepreneurial persistence of migrant workers returning to their hometowns has profound implications for the sustainable development of regional economies and the stability and harmony of society. Anchored in the tenets of human capital theory, expectancy theory, and social cognitive theory, this research constructs a theoretical framework to dissect the underlying relationships among human capital, entrepreneurial competence, familial support, and entrepreneurial persistence. A statistic analysis was carried out with Spss24.0 and Amos24.0 of the surveyof 310 returned migrant worker entrepreneurs The findings reveal a pronounced positive correlation between human capital and entrepreneurial persistence, with entrepreneurial competence serving as a partial mediator, and family support exerting a significant moderating influence on the nexus between entrepreneurial competence and entrepreneurial persistence. This research enriches the entrepreneurial discourse by offering a novel angle to interpret the conduct of returned migrant worker entrepreneurs when facing challenges. Additionally, it presents policy makers with strategic insights to foster entrepreneurial tenacity and catalyze sustainable socio-economic progress.

As an emerging force in the food industry, ready-made food is rising rapidly in China and the rest of the world. It is urgent to carry out legalization construction of the ready-made food industry from two aspects: the construction of legal norms and the protection of consumer rights and interests. As far as standard design is concerned, the definition of "local cuisine" should be clarified in the supplementary provisions of the Food Safety Law and "local ready-made food" should be included, thus giving local governments the power to formulate stricter and more distinctive local food safety standards for ready-made food. In addition, in order to eliminate the limitations, fragmentation and conflicts of China's existing ready-made food norms, the State Council should promulgate special ready-made food administrative regulations to unify and guide the subordinate laws and norms. As far as the protection of consumer rights and interests is concerned, in addition to explicitly regulating silent fraud and false propaganda as consumer fraud in the ready-made food industry, a mandatory labeling system should be constructed as a specific way for ready-made food operators to fulfill their notification obligations, and a consumer safety reporting system should be set up as an effective supplement to the government's supervision power, so as to create a multi-collaborative and co-governance mechanism of food safety with integrated central and local efforts and collaboration among different regions.

Due to the active promotion of the standardized development of new employment forms and commitment to the protection of the rights and interests of workers in new employment forms by the state, the central and local governments have formulated policy documents on collective negotiation and have carried out active exploration in practice, aiming at protecting the rights and interests of workers in new employment forms through collective negotiation. At present, collective negotiation under the new employment forms is faced with some challenges, mainly due to insufficient support from laws and regulations and inadequate implementation of collective negotiation, and there is urgent need to improve the quality of negotiation and to strengthen supervision. Therefore, on the premise that it is legitimate and rational for employers and workers in the new employment forms to participate in collective negotiation, it is necessary to formulate provincial regulations on collective negotiation, so as to provide legal and regulatory basis for the promotion of collective negotiation in the new employment forms, and promote the implementation of collective negotiation in the new employment forms in practice by improving the quality of collective negotiation and strengthening supervision.

Revising and improving the "Supervision Law" is a major deployment made by the Party Central Committee with Xi Jinping as the core, and an important task of reform proposed by the Third Plenary Session of the 20th Central Committee of the Communist Party of China. Supervision suggestion, the new supervision mode introduced by the reform of the national supervision system, is a kind of statutory supervision power, matter supervision power and flexible supervision power by nature, and plays an important role in treating both the symptoms and root causes in "anti-corruption" and "building a clean government". However, in actual operation, there are problems such as unclear scope of application, non-standard procedures, unspecific content, unsmooth post-event relief channels, and insufficient implementation, etc. To improve the legal system of supervision suggestions, we must closely follow its legal attributes, aim at problems, further standardize the examination and approval procedures of supervision suggestions, implement the interactive consultation mechanism between supervisory organs and suggested units, improve the accountability procedures for supervision implementation, and speed up the training of professional and inspection and supervision cadres with compound abilities, so as to highlight its value in deepening the treatment of both symptoms and root causes, and to constantly push forward the reform of the supervision system.

Emotional consumerism is a product of the needs of capital proliferation, and is a new form of consumerism invading the emotional field under the leadership of capital when Capital logic has realized discipline and manipulation of emotions, and promotes the development of capital emotionalization and emotional capitalization. Emotional consumerism means that with emotional needs becoming the main driving force in consumption behavior, the material goods of consumption objects turns into emotional goods. The specific manifestations include the commercialization, symbolization, capitalization and consumerization of emotions. Emotions are governed by capital and become a new form of capital proliferation, which will inevitably bring triple harms of emotional alienation, consumption alienation and labor alienation. This leads people to fall into the trap of consumerism in the process of pursuing emotional satisfaction, ignoring the essence and true value of emotions. Therefore, individuals, society and the government must exert concerted efforts to decipher the capital logic behind emotional consumerism from the perspectives of concept change, education guidance and government control, so as to resolve the dilemma of the triple alienation brought about by emotional consumerism and promote the rationalization of emotional consumption.
