Abstract: The interest related to public policy can be divided into public interest shared by the whole society，organization interest shared by one organization，and personal interest shared by individuals.New energy industry relates to both the public interest and the personal interest.Therefore，the harmonization of public interest，organization interest，personal interest must be achieved in new energy industry development.The article first analyzes the problems of resources and environment，and describes the status of water energy，biomass energy，nuclear energy and new energy equipment.Then from the perspective of interest analysis，the authors analyze the three elements restricting the development of new energy industry：government，enterprise and citizens.Based on the above analysis，we put forward that new energy industry development in Sichuan should follow the pattern of “government leading，market operation and society participation”.
