GRANGER CAUSAL RELATION BETWEEN OIL IMPORT AND ECONOMIC GROWTH IN CHINA

An empirical study about the relationship between oil import and economic growth is made using vector autoregression model（VARM），and the conclusion that there is a longterm equilibrium between the two variables. The paper also analyzes the longterm and shortterm causal relation between the two based on the result of Granger causality test.The result reveals that economic growth is the Granger cause of oil import and Chinese oil industry may obtain endogenous technological progress impelled by the increase of cost.We also find that Chinese economic growth and oil import is Granger cause of international oil price.The paper also makes a prediction of oil import volume in the next 11 years using VAR model.

Crimes of fuel gas embezzlement are of some complex nature different from other crimes of theft.In judicatory practice，conviction of such crimes should depend not only on whether the conduct constitutes a crime but on whether it constitutes a crime of theft or one damaging combustible and explosive facilities or both.Where a unit commits the crime，criminal responsibility shall be affixed to the persons who are directly in charge and the other persons who are directly responsible for the crime.Providers of fuel gas stealing equipment should not be convicted if they do not know the equipment will be used to commit a crime，but if they do they should be convicted of complicity.The amount of fuel gas stolen should be calculated according to different measures used.As for those who imperils public security or which are highly likely to imperil public security，they should be convicted crime of damaging combustible and explosive facilities.

Electoral democracy and deliberate democracy are two major types of democracy in modern society，which are，as different representation of democracy，not opposite but compatible.The collaboration and cooperation of the two，which is of great significance in promoting rootlevel democracy construction and politics modernization and in elevating administration performance，is the very route to a new pattern of modern democracy in China.The future trend of China′s political democracy will be coordinated development of “the four democracy” centering on electoral democracy and consultative democracy.

As is displayed in the “first case of gene discrimination” in Foshan，Guangdong Province，gene discrimination has become a new tendency in employment discrimination in China，which undermines the construction of a harmonious society，weakens the vigor of social development and also violates individual rights to fair treatment.The author suggests that relevant legislation be strengthened and the existing Labor Law and Employment Promotion Law be improved，and meanwhile，an antidiscrimination law be established so that gene discrimination in employment get regulated and avoided by law.

Since the Decision to Complete the People′s Juror System was passed and issued by the 11th Plenary Session of the Standing Committee of the 10th National People′s Congress，more researches have been done on the legislation and application of the law，but both theoretic and practical researches failed to focus on the mediation function of people′s juror and the mediation mechanism.The major problem in those researches lies in the lack of justification for the operation of mediation mechanism.In summary，both theoretic exploration and experience accumulation are needed in the development of people′s juror mediation mechanism.

National judicial examination offers favorable opportunity of the development of legal education in China.However，at the present stage，problems still exist: miscellaneous layers of legal education make it difficult to meet the requirements of legal personnel and the overexpansion of the scale of legal education reduces the professional quality of legal workers.We believe that successful legal education reform must rest on a reduced scale and higher level，and on standardized education channels and scientific content.

With great progress in community material construction，reconstruction of community consciousness has become the most urgent task in postquake reconstruction.Based on community research theory and practice，the author does an empirical study on the present state of community consciousness by analyzing statistics of samples from 3 most seriously stricken areas.The study reveals that residents′ community consciousness is not in a satisfactory state under various overlying factors，which suggests that community consciousness reconstruction should be relentlessly enhanced.Based on the findings，the author also makes suggestions on effective community reconstruction by virtue of constructing a stable and favorable community environment and restructuring residents′ social relation and reconstructing community capitals，and by reinforcing local government′s coordination and guidance in reconstruction work.

In heat competition in modern society，employees are under various stresses.Besides career stress，role stress is another one they face in life.The authors study the influence of psychological empowerment on role stress and find out that meaning，self efficacy and self determination can relieve employee role stress and are negatively related to role stress，while impact has no clear relationship with role stress.The findings reveal that psychological empowerment has close relationship with role stress and is an important factor influencing role stress.

Mu Ou chu，the first Chinese who introduced scientific management in the West in China，had been devoted to the promotion of scientific management.The author explores the development of Mu′s management ideology with the help of lots of historical materials.Mu′s management ideology is a combination of western management science and management practice in Chinese companies.He was not constrained by established western theories or deeplyrooted Chinese traditions.His exploration and innovation contributed greatly to the development of management science in China.Exploring the development of MU′s management ideology helps us better understand the development of management science in modern China.

Based on a close research on historical literatures，this paper studies the literary style of Cai Yong，an accomplished litterateur in East Han Dynasty.As a major litterateur in his time，Cai Yong contributed greatly to the change of literary style in late Han Dynasty.Although he did not make many efforts to compose Fu as he considered Fu to be of secondary class，he had considerable achievements in Fu.According to textual research，18 of his Fu are now available which，generally speaking，are of various topics and short length，expressing sincere personal feelings.All those features in his Fu are typical of a time of changes in literary style and had a direct and profound influence on literatures in Jian′an Period and Wei and Jin Dynasties.
