Natural gas transmission and distribution is of a very high level of natural monopoly，which provides the basis for economies of scale but on the other hand has some drawbacks.For the purposes of consumer rights and sustainable development of natural gas industry，effective supervision must be implemented by government.Based on natural monopoly theory and natural gas supervision policies overseas，this paper suggests that supervision of natural gas transmission and distribution in China should cover the following aspects：establishment of natural gas network access system，restriction on pipeline transportation prices and franchise to natural gas transmission and distribution.Strategies of effective supervision are also suggested.

Globalization makes energy safety a hot issue.Major oil importing countries as US，Japan，China and India compete against each other while there are also possibilities for cooperation.Positive competition and effective cooperation ensure energy safety and continuing economic growth.Establishing an organization of oil importing countries，participating in overseas oil and natural gas exploitation and oil & gas pipelines construction，cooperating in energy saving and environmental protection are the three suggested major approaches to effective cooperation.

VaR，as a new model for risk measurement and management since 1990s，is easy to operate and hence is more practical compared with traditional models.This paper attempts to apply VaR in risk measurement of oil futures investment，calculating the value at risk by using Monte Carlo simulation.The result shows that VaR is a practical quantitative measurement of risk and is worth promoting in the field of risk control of oil derivatives products.

In recent years，Sinopec and CNPC both have strengthened their oil and natural gas exploration work in Sichuan basin.With the discovery of Puguang and Luojiazhai Gas Fields，natural gas reserves in Sichuan has increased manifold.Every region in Sichuan except Ganzi，Aba and Liangshan has natural gas fields of various reserves.These gas fields are of significance in breaking energy bottlenecks in economic and social development，providing a resource advantage for Sichuan′s leapforward development，which will be realized by turning the resource advantage into economic and development advantages.

Rural governance system in China has undergone changes after the rural tax reform.The close social connections based on the relatively complete local organizations before the reform has been weakened，which results in spaced relationship between farmers and rural government officials.Consequently，farmers become individuals separating from local organizations.Evaluating the decentralization and apartness brought by the weakening of policy based social connections offers a basis for the reconstruction of rural society and furtherance of rural governance reform.

It is necessary to reinforce emergency ideological and political work in oil exploration industry as oil exploration activities are mostly carried out in unfrequented areas with unexpected happenings.Based on two emergency cases the author experienced，this paper discusses the backgrounds，objectives and methods of ideological and political work in oil exploration industry，suggesting that emergency ideological and political work should be based on normaltime ideological and political work with emphasis on quick response and construction of longterm mechanism of ideological and political work.The author also points out that ideological and political work in oil exploration enterprises should give priority to informativeness and precautions.

By analyzing the diverse effects of China′s local governments′ endeavors to promote local tourism，this paper suggests that measurement of tourism promotion effects should focus on integrity，uniqueness with outstanding characteristics and hierarchies，with emphasis on both economic effects and social and psychological effects.The index system of evaluation is modified after experts′ grading and 13 evaluation indicators are suggested for establishing a more scientific evaluation system of governments′ tourism promotion efforts.

his paper，through an analysis of Tea House，explores the theme of this play and its consistency with those in Lao She′s other works after 1950s.The pessimistic mentality reflected in Tea House was common in Lao She′s works before 1950s but very rare after.The author then points out that Tea House，carrying forward Lao She′s concerns about nation and people since 1937，demonstrates his maturation in literary concept and literature production，and his inclination for left wing literature.Besides，Tea House also demonstrates the contradiction in Lao She′s literature production after 1950 and his fight against it.This paper，thereby，is hoped to cast light on modern and contemporary literature research in China.

Bonus distribution in universities has a great influence on the interests and work enthusiasm of their staff and faculty.This paper discusses the guideline and orientation of bonus distribution policy in universities，suggesting emphasis on the art of rewarding and balancing.The study concludes that bonus distribution is an important embodiment of the administration ability of the school authorities.Weight given to different factors in bonus distribution may suggest emphasis of school work and school spirit.
